NCRAAO Approved Association Policy

PREFACE: This statement of policy is not designed to affect Association By-Laws and does not supersede items provided therein. It is designed to be amended with a majority vote and to provide clarification of By-Laws or to consolidate and clarify matters of internal policy. This is to aid in the efficient operation of the Association.

POLICY ONE – EXECUTIVE BOARD MEETINGS

The Executive Board shall hold an informational meeting the day before the Annual Conference at the site of the Conference. Although business conducted should be limited to only those items connected with the Conference, the Executive Board may conduct any Association business if a quorum is present and immediate action is necessary. The Host Conference Committee shall report to the Executive Board the number of pre-registered members, spouses, and other participants. An estimate of anticipated attendance at the Conference shall also be made.

POLICY TWO – DIRECTORS EXPENSES

Expenses shall be limited to those affecting the Board Members and Webmaster as a total group and any expenses for individual Board Members and Webmaster shall be first approved by the Executive Board.  A dinner will be provided for all Board Members and Webmaster attending the Annual Directors Meeting.

POLICY THREE – BUDGET

The Treasurer shall prepare an Annual Budget with adoption being by a two-thirds vote of the Directors attending the Annual Meeting. Adjustments to the annual budget shall be by a simple majority vote of the Directors in attendance.

POLICY FOUR – ENDORSEMENT OF IAAO CANDIDATES

The North Central Regional Association of Assessing Officers shall not endorse any IAAO candidates. Endorsement of individual candidates shall be left to the discretion of individual state organizations. IAAO candidates should be encouraged to attend our Annual Conference at which time they will be introduced to the members attending the Conference.

POLICY FIVE – GIFTS AND PRIZES

The Host Conference Committee may solicit gifts and prizes on a voluntary basis. The funds shall be included as part of the annual Conference expenses in an amount approved annually by the Executive Board (budgeted by the Executive Board Committee) to be used by the Host Committee to acquire gifts and prizes. Prizes may be given at the end of each session, during luncheons, and at the annual banquet. Conferees must be in attendance at said sessions to receive prizes.

POLICY SIX – CONFERENCE PROGRAM

The Host Committee shall provide all conference program material to those members who were in attendance at the last Annual Conference.

POLICY SEVEN – ANNUAL CONFERENCE INCOME AND EXPENSES

The Host Conference Committee shall report all income and expenses on format designated by the Executive Board.

POLICY EIGHT – ANNUAL CONFERENCE BANQUET

Activities at the annual NCRAAO Conference Banquet are to be limited to those that directly relate to the NCRAAO.

POLICY NINE – DIRECTOR APPOINTMENTS

Directors to NCRAAO shall be made by each state’s appointing authority and shall be appointments at large. Appointing authorities are encouraged to make appointments to the NCRAAO Board of Directors based on the appointees’ desire and ability to participate in NCRAAO annual conferences and board meetings. Appointments will be for a six (6) year period effective January 1st of the year of appointment.

POLICY TEN – REGISTRATIONS

Registrations in numbers and dollar amounts as approved by a majority of Directors attending the Annual Executive Board Meeting shall be awarded at the Annual Conference. The purpose of said registrations encourages attendance at the annual conference. The costs of the registrations shall be considered a conference expense for the conference at which they are redeemed.

POLICY ELEVEN – REFUNDS

All conference and educational program registration cancellations and requests for refunds must be made in writing to the President of NCRAAO. The full amount of registration fees paid will be refunded for cancellations postmarked thirty (30) days prior to the opening day of the conference. Thereafter a twenty-five (25) percent cancellation charge will be deducted. No refunds for optional ticketed events will be made unless the request is postmarked fifteen (15) days prior to the opening day of the conference unless the entire event is canceled and then the entire amount will be refunded. No registration refunds will be issued unless the request is received within seven (7) days of the last day of the conference.

POLICY TWELVE – MONITORING EDUCATIONAL CREDITS

To provide state agencies assurance of uniformity and credibility of continuing education credits issued to NCRAAO attendees, a standard method of administration is recommended to host states. The method should include a format where each attendee is provided a form on which all educational sessions and the attendee’s name are listed. NCRAAO will provide session monitors with colored stamps. Upon completion of each session, monitors will verify the attendance by stamping the appropriate box on the form. If a Certificate of Attendance is needed to obtain educational credit, the attendee must submit the stamped form to designated NCRAAO personnel.

POLICY THIRTEEN – CONFERENCE COMPENSATION TO IAAO PRESIDENT

To show support of the International Association of Assessing Officers (IAAO) and encouragement for the IAAO President’s attendance to NCRAAO, it will be the policy of NCRAAO to compensate the IAAO President up to and not exceeding the regular conference registration fee and guest fee.

POLICY FOURTEEN – ANNUAL MEETING REIMBURSEMENT TO PAST PRESIDENT

Recognizing the importance of the outgoing President’s attendance at the annual directors’ meeting and considering the possibility at times of local budget restraints, it will be the policy of NCRAAO to reimburse the outgoing president for an amount not to exceed compensation for meals and lodging on an as-needed basis.

POLICY FIFTEEN – COMPLIMENTARY IAAO CONFERENCE REGISTRATION

In a year where the International Association of Assessing Officers (IAAO) bestows a complimentary registration to NCRAAO to attend the annual IAAO conference, the registration will be designated to the incoming NCRAAO President who will be elected to office at the annual NCRAAO director’s meeting for that year.

POLICY SIXTEEN – RESPONSIBILITIES OF PAST PRESIDENT

For the benefit of the Association, the Past President shall act as a resource person for the following years’ Host Committee.

POLICY SEVENTEEN – NCRAAO CONFERENCE FINANCES

All conference finances shall utilize a financial institution account set up for the sole purpose of the NCRAAO Conference business. No money received related to the Conference shall be held in cash for an extended period nor be placed in a private financial institution account.
